Lucille Inglis
Prison Law Consultant

Lucille is a Prison Law Consultant specialising exclusively in prison law, with extensive experience advising and representing prisoners on a wide range of complex and often challenging prison-related matters.
Lucille has developed particular expertise in representing prisoners before the Parole Board, including at both case management and oral hearing stages. Her experience encompasses determinate sentence cases, life sentence cases, IPP cases, including applications for termination, as well as pre-tariff reviews, mid-term reviews, recall cases and annual reviews.
As part of her day-to-day practice, Lucille regularly takes instructions from prisoners and provides clear, practical advice in relation to their individual circumstances. She prepares representations and supporting documentation and works closely with clients to ensure they understand the relevant processes and the issues affecting their progression through the prison and parole system.
Lucille also has extensive experience in relation to sentence calculation and prison disciplinary matters. She represents prisoners in Independent Adjudications at the appropriate stage and provides advice in relation to Governor-level adjudications, ensuring that prisoners understand the allegations against them and are appropriately represented throughout the process.
A significant part of Lucille’s practice involves advising prisoners in relation to categorisation and progression through the prison system. This includes advising on security categorisation, category reviews and challenging decisions or sentence plan obstacles which may unfairly impact upon a prisoner’s progression.
Lucille regularly advises and assists prisoners with prison transfer requests, challenges to OASys reports, Incentives and Earned Privileges (IEP) appeals and requests for access to personal data and prison records, including DPA, security and NOMIS records. She also has experience dealing with Category A reviews and matters concerning the continued assessment of a prisoner’s risk and security status.
Lucille prides herself on providing a professional, approachable and client-focused service. She understands that navigating the prison and parole system can be complex and stressful for prisoners and their families, and therefore adopts a clear, supportive and practical approach to ensure that clients understand their position, their options and the steps available to them.
With her specialist focus on prison law, Lucille is committed to providing detailed and effective advice and representation, with the individual circumstances and objectives of each client at the forefront of her work.
